A person who spiked treats with tranquilliser and gave them to minors at a youth camp in the region has pleaded guilty to sexual offenses against two boys aged between nine and ten.
The defendant was detained after eight youngsters and an older person became sick at the facility in July.
The 76-year-old, from that region, pleaded guilty to a series of 17 offences when he stood at the courthouse on Friday.
Nevertheless, he disputed one particular crime he was facing, which was involving a nine-year-old boy.
The accused was remanded in custody prior to a additional proceeding on 28 November.
'Candy game'
The prosecutor, handling the case, detailed Ruben's offending to the court.
She explained his victims were under-privileged children who were participating in a summer camp which he operated.
The defendant engaged in a "treat game" with the minors, the legal counsel stated, in which he would enter the sleeping quarters when they were settling down and tell them to eat sweets "as quickly as they can".
She stated to the judge the man had played this game with the young males "for many years", and children had earlier experienced illness the following morning.
She explained Ruben had been capable of justifying this for many years as the minors being "overwrought by enjoyment", until his family member had suspicions in recently.
The prosecutor stated further: "This year his stepson had concerns about the situation, justifiably.
"They decided to have a look in the man's possessions."
The legal counsel stated items including lubricant, Vaseline and syringes were discovered, and his stepson notified the law enforcement about his concerns.
She explained the defendant continued to conduct the "treat game" with six children that time - Saturday 26 July - and they were all ill the following morning.
"The police had not responded by that point," she stated further.
The police watchdog, the police conduct office, previously told that it was reviewing Leicestershire Police's handling of the incident.
Mrs Prior explained the minors were struggling to walk due to their condition, so Ruben's stepson contacted the law enforcement again.
She stated the man then played the "treat game" in a space of five minors.
